Is he meta? Not really. Should you build him? That's up to you. He is a good healer and gives some nice buffs. He isn't going to change your account, but he might make it for fun and especially versatile for the Imaginarium Theatre. Hope this guide and these tips helped!

Chevreuse and Yaoyao also use it perfectly as far as I know, though it doesn't look as good on them

You may have forgotten to talk about hitlag when it comes to atk speed. This affects sword, claymore, and polearm characters normal attacks when they come into contact with an enemy. However, it doesn't apply to bow and catalyst users, which unironically makes him a good support for Wriothesely.

And that's why he's so good for Wriothesely, Wanderer, and Yoimiya. It's kinda funny how he's a better support for all of them than he is for Eula

I was building him for Mika/YunJin/Faruzan/Wanderer, I heard on this team he's comparable to bennett, less damage but also less circle impact

I'm using him for my furina and wrio for fanfare and atk speed (+cryo resonance). but when should I stop leveling his talents? should I go for level 8 or 6?

His attack speed buff is more important for Eula than you made it out to be. She gets more stacks which gives her a bigger nuke.

All parts of his kit are good for Eula, especially in the team I used. His attack speed does increase her stacks for a higher hit, but also the heals help Furina stacks which helps Eula, and his physical damage bufff as well
