That detail of the news reporting the chase and even some signs (which are used in under construction street/freeway) has some text that says "state of emergency" and more adds a bit of realism to that mod :3

Why aren't the APC and Rhino tank cannons in use by NPCs in the mod while on foot?

There's a setting in ResponseAI.xml that disables the main cannon if you're on foot. You can change that setting, the mod is very customizable.
