That's not what he was referring to by rules/terms. He's referring to terms of the game for example. Like say, in BJ to change rules where dealer has to stand on Soft 17, giving edge to the player. Or, even giving big players a rebate on their losses. For example, giving players 10% back on their losses on any given session.
