Just a guess, but it sounds like an auto wah pedal of some sort with a touch of phaser. Check out a pedal called the rubber chicken. That or something similar would be in the ballpark.

Sounds like either a auto filter, maybe a mutron or auto wah. It definitely perked up my ears. Don’t hear that in country music much. I’m not sure who is playing lead but I’m guessing he has listened to some Jerry Garcia in his day! Loved it.
