I found that if you don't have rubber cement for notepads, you can use art glitter glue, do two coats. When I didn't tighten my cement lid and needed to get a couple notepads made I tried it and it worked, So if you just wanna make a few and don't want the cost of cement the glue will work, the cement does work better but isn't cost effective if you just want to make a few.

My bossin the early 90's used to have us make our own note pads out of used copy paper. We just used Elmers glue, and it worked great. These are great covers!

These are cute. You can also use the Art Glitter glue to hold the cut paper together. It dries nicer than the rubber glue.

I use Rubber Cement. However, some people say you can just use your regular glue. I just use rubber cement.
