The simple solution you didn't realize is that , if government can reduce the cost of government, there would be enough money to do that. Another way out, is that, let's there be low price in commodities, wage increments only benefit government workers, the private sector can not and they would suffer. So the solution is to do price control or you reduce the cost of commodities so that everyone would benefit
