What follows is my nerd emoji moment. Long story short what determines what sound a C makes is the letter that follows it. If it is an E, I, or Y... the C makes the S sound-- and ohhh look at that. They even use the Japanese katakana for "se" in the Japanese name, so if you don't like it in English, take it up with the creators too. It's ArSEEus. Not ArKEYus.
