one thing is wrong : YOU NEED to have the HOGYOKU in your inventory WHILE GRIPPING 30 Vastolords , it'll disapear once you killed enough vasto

so you don't actually need bankai to get vizard, you just need max level, however i do not recommend getting vizard before bankai since your bankai will pop vizard on you (i found this out the hard way)

I think that it isn't about luck, there is a secret quest that you skip by using the impure hogyoku but u did the quest without knowing it. Can u tell me what things u did? is your reputation with the arrancars good? did u defeated any storm or killed many vasto lordes?
