not really true. actually, not true at all. in the 2010s, the world series winners won, in order of year by decade, 92, 90, 97, 88, 95, 103, 101, 108, and 93 games. 6 of those nine are less than what the a's won in '18 and '19. However, you are right in your assertion that the dodgers have no chance of being beaten, but the a's could certainly beat everybody else to get there.

While yes, baseball playoffs are volatile and prone to being won by the team that on paper is not necessarily the best team, the A’s never fit the bill of a winner. Look at the World Series winners of the 2010s again and see what they all had in common: elite offense or elite pitching. Giants won with pitching. Red Sox in 2018 were offense (with, albeit, some freak pitching performances), etc etc. The Royals in 2015 were an exception where their defense and base-running of all things were the big keys. Now, look at the teams the A’s have fielded. They never have had dominant pitching nor dominant hitting and thus simply do not have a shot at the World Series. That is, until they decide to be like the Dodgers and use analytics in combination with good spending habits to pick up top free agents to bolster home grown rosters. Until then, enjoy being eliminated in the wild card/division series by teams who flat out pitch or hit better

And my point was that the a's certainly can build a world series winner because they were capable of winning more games than previous world series winners. and your decade point is wrong because they won 94, 96, 88, 97, 97, and the equivalent of 100 this decade.
