It's not flailing, it's when you bounce up and down on your toes while sitting in a chair. She likely uses the leg that is underneath the other when she crossed her legs too. This would cause her to feel like her entire body is bouncing, not just the one leg. It's just restlessness that she has a lot of trouble controlling.

That's not the case for mine. My legs and especially feet need to twitch to help with circulation. It's part of why I have such cold feet. Mine is only bad at night when I'm in bed though.
