Those kaiju would be awesome, but I think Toho wants a lot for each kaiju. I think Varan might not be in the cards because if Legendary wants to spend more money, they will probably spend that money on the more famous kaiju. Maybe Hedorah because Godzilla vs Hedorah is so infamous that people would recognize Hedorah more often than Varan. I'm still hoping they do a deal with Paramount to use Cloverfield.

I hope so. Netflix releases some shows on bluray, Disney+ just started releasing their shows on bluray. My guess is they will put Monarch on bluray, but it won't be for another year or 2. It also depends on who has the bluray rights. I'm guessing Warner has those rights.
