Great analysis. You obviously do your homework. I agree with on pretty much everything. As an expat, I came to Montenegro in 2005 to speculate in real estate. It was an amazing time at the beginning for sure. In 2012 I started ntRealty real estate agency and my own analysis made me focus my attention on Boka Kotorska (the whole bay of Kotor) and I could see the writing on the wall regarding Tivat many years ago so moved my office from Kotor to Tivat as Tivat (mainly because of Porto Montenegro) was the most promising area for growth; I haven't regretted that decision at all. Slight correction. Yes, you're right, if you buy a new property, developed by a tax paying developer, you'll have 21% VAT (PDV) to pay, but this is always included in the price, in my experience. Furthermore, with the purchase of a new VAT qualifying property, you don't pay the 3% purchase tax, so there's an advantage. Yes, due diligence is important when buying a property and there have been problems in the past. But Montenegro has really tightened things up in this regard and all sales go through a Notary who is obliged to check the legitimacy of a sale. Nevertheless, it's very important to check the legal status of the building. Try and use a reliable real estate agency, there are a lot of charlatans out there who only want to make a quick sale/commission. Keep up the great work. Peter

@@miguelmelopinto hi. There are a few opportunities, but Montenegro is not a fast moving market which has been stilted by curbs on travel in 2020. The trend for Montenegro is long-term growth so in general has suited medium and long-term investors. But due to slow sales in 2020, the market is softer than normal. Nevertheless, places like Tivat and Kotor have not seen reductions in prices and developers and builders are hard at work. If, as stated by EU Montenegro joins in 2025, I expect to see real estate prices picking up considerably from 2023.

@@MontenegroRealEstate How are the current lock downs? Market still softening? How much longer would the covid travel restrictions need to be put in place in your opinion before it started effecting prices in Tivat and Kotor? Or are things already starting to recover. Any info would be appreciated.

Hi Giorgio, as usual very good insight. Thank you. Please keep in mind another quite important factor. Weather condition in Montenegro - look at statistics about how much rain/snow falls in autumn, spring and winter. For me its "no go" situation regardless if its life style chioce or rental purpose. Montenegro has efectively 2 max 3 months of seazon and even in season there is lot of rain. Correct me if i am wrong.

Krzysztof you make a good point on the weather but what I will say is that even in November the average temperature is still a very pleasant 17-18 C although yes you will get some rainy days.

Great roundup. I know Montenegro very well and I'm a property investor in other markets, and I fully agree with your analysis. I'm personally keeping an eye out on the Kotor and Tivat offerings. The new build developments like Porto Montenegro and Lustica Bay are very nice but way overpriced in my view. The best deal is probably an existing, modernized property on the front/second line of Kotor bay. Construction opportunities around there are very limited so the properties with good locations are highly likely to remain sought after and exclusive. Have you actively been looking to invest there?

Hi Chaitu thank you so much for your feedback. I have not yet considered investing but was highly impressed when I was in Montenegro last year (particularly Kotor). I agree 100% with your analysis that it is better to buy a modernized property in Kotor bay

@@saveandinvestwithgiorgiolo8375 I see you both have a good insight into where to invest in the area. Kotor Old Town and Dobrota are prime locations. You can also consider Muo and Prcanj as they offer better value in general, but suffer slightly from being in the shade earlier than Dobrota. Personally, I live in Sveti Stasije, Dobrota. Tivat now offers a great choice of new apartments, though few with sea views. Porto Montenegro has massive expansion plans, but not sure how they will pull them off.

Why is construction so limited? what is the minimum cost of construction say 100m2 land for a house on a village OR out of city locations?

@@bobwa399 The main limitation is physical scarcity of land due to there only being a narrow stretch of land between the steep mountains and the water.

Last year was murder for Montenegro because mainly Russian olihgarghs and Russian market was down. Taxes are good in Montenegro, and I am positive that they will bounce next year and will be serious challenge to Croatia,

If you're building for yourself or even a single unit for resale, then in reality, no. If you want to sell multiple units then officially you should form a company that is PDV (VAT) registered. Of course then you will have invoices including PDV which will be taken into account when you sell including PDV. So in reality, the PDV part of a sale is usually net 11%.

Hi, I have always wanted to buy a home in the countryside of Montenegro to live in, but lately have seen a lot on the news that the country is not very stable, yet you just said that it is? Dear Zsa-Zsa there have been clerical protests in Montenegro but I do not believe in the long term that this will affect property prices in Montenegro. Co-Vid 19 is much more serious an issue in Montenegro as it is in most countries. You can buy in the countryside but I believe the upside investment potential is a lot less than in Kotor Bay/Tivat. However there is nothing wrong in buying in the countryside as a lifestyle purchase. Thanks

I’ve lived in Montenegro since 2005 and haven’t seen any evidence of instability in daily life. Yes, Covid-19 has had a dramatic affect on the tourism and economy in 2020, which has opened up opportunities for buyers. In general, prices tend to stagnate in Montenegro due to very high ownership rates, but there are always some distressed sellers. But the fundamentals are still here, which is the amazing beauty of the place, the prediction it will join EU 2025 and that it’s much cheaper (for the best locations) than Croatia, and lifestyle is fun and diverse. For this reason, you have numerous world leading hotel brands in or coming to Montenegro and the ‘expensive’ developments such as Porto Montenegro, Lustica Bay, Porto Novi are unparalleled in the region. Tourism will pick up and shows immense promise for the coming decades.

I am looking for a lifestyle purchase in the countryside and also an investment property to supplement my income. Can you recommend any areas for a lifestyle purchase. Many thanks. Season wise it is best to purchase in winter as there are more bargains and less competition. I think once the pandemic is over you should be able to find some good deals. For investment purposes I would not look beyond Tivat/Kotor Bay and Old Town. For lifestyle you could do worse than buying in one of the villages near the beautiful Skadar Lake. Virpazar is amazing and you are not a million miles away from Budva or Stari Bar.

For investment, Giorgio is right, Tivat or Kotor areas are best, I’d also add Lustica Peninsula and a joker in the pack would be Herceg Novi. HN won’t give you great returns now, but is a lovely town very close to the Croatian border and Dubrovnik Airport and will benefit greatly when Montenegro is predicted to join EU in 2025. If by lifestyle you mean bars and restaurants and enjoyable surroundings, then Kotor and Tivat are your best options again. I’d skip Podgorica and go straight to Kolasin for a good place for investment and nature.

There are more and more development projects coming online. Porto Montenegro has been approved for its recently announced Boka Place, and I believe Lustica Bay will have CBI approved properties to offer too. Demand for CBI is up over 100% this year so, although prices in general will get a little softer in Montenegro, I don’t believe there will be too much give in these projects. We can help if you’re looking for a guide on the ground.

High end developments like Lustica Bay are selling apartments from €5k-11k/m2 whereas you can buy brand new apartments in close proximity to Porto Montenegro and Tivat Centre from €2k-3,5k . These prices include PDV (VAT) @21% which I’m noticing that many people think you must pay on top of the listed price. This is not the case. In fact, there is an advantage to buying a brand new apartment from a PDV registered developer as you not only don’t pay the PDV, you also don’t pay the standard 3% purchase tax. @@ash000us hi. You can build to a good standard from €800/m2 but good/lux quality would be from €1000/m2 You can buy land from €70 in reasonable locations. If you want to be in more popular areas, you’ll pay from €200-1000/m2 for land you can build on.

Hi Juli as I understand it to get citizenship through a property purchase you either have to either spend 250,000 Euros on a property purchase in an underdeveloped region(north of the country) or 450,000 Euros in a developed region(south of the country). You will also need to make a 100,000 Euros contribution in the form of a government donation.

Yes. Giorgio is correct with his answer. You must also consider that the investment must be in an approved development. These tend to be higher priced projects.
