Hololive almost never use mods/plugins. I'm sure the server admin the same as minecraft one the one in charge of JP, EN and ID minecraft server and connecting them. Probably the same guy/group that managed the Rust server. There won't be any plugins I'm sure because....all these YEARS of playing Minecraft, the server sided stuff is still pretty much vanilla.
