The Sweeps have no memories of their prior forms (Insecticons). They would have only heard Starscream speak very briefly before Galvatron killed him. So, it's interesting that the Sweeps would remember what Starscream sounded like.

Out of all the Decepticons reformatted by Unicron, Galvatron is the only one that maintains the memories of his previous self, Megatron. Since the Sweeps only heard Starscream speak very briefly, a few seconds before Galvatron killed him, it's interesting that one of them would comment to the other one that Cyclonus sounds like Starscream, as though they knew Starscream well enough to make that statement.
