This Shao Kahn honestly sounds perfect to me! He's got the right amount of bombastic energy and his VA's growl and slight metallic voice filter complete the recipe.

Everyone making fun of him, but he would wipe the floor with like nearly everyone’s dead body. Cassie beating Shinnok isn’t as impressive due to Kahn being not a god, so anti-god power is gone. All special forces would die easily. Kano and Erron are still human despite enchantments. Baraka is just far less powerful. Subzero is still strong, just not stronger. Only gods and Demons can face him In reality.

If given the choice between Shao and you know who, to be in charge I'd definitely prefer Shao. At least with him when he says he's going to do something he typically will do it, and is probably even smarter than the other person (he managed to stay ruler for thousands of years, and something tells me he didn't do it entirely on brute strength alone.)
