There's probably greater inequality in London. The only difference is that English lower classes have a higher standard of living, but just like in the USA it has been slipping for the last few decades. Russia, otoh has been improving, but it's not there yet. And the Western sanctions are not helping. That all said, there's a massive problem of corruption which will probably take decades to resolve. Still a country can get fairly developed before eradicating the corruption. Just look at China :)
