They're quite different. Chakrasamvara deals more with bliss and desire. The equivalent of Shiva is Avalokiteshwara (the earliest Avalokiteshwara was in fact Shiva). In Tantric Buddhism, there are also Mahakala, Vajrabhairava (not equivalent to the Shaiva Bhairavas but very intense), Mahadeva...
