Where does the surge water go after the sea over tops the harbour wall? Must have a outlet somewhere otherwise it would fill up?

if the sea level got as high as the wall I think the houses close to shore would be flooded. There are exits at both ends of the wall, one for boats and a short stairwell going down to the beach. May God forbid the sea level ever gets as high as that wall.
