the fact that norman and angel are still there and playing a big role in the reboot of things means that it's not going to be any better. They'll say the right things now cause things are so bad (which they played a part in) and the fixes are pretty straightforward, but they'll just return to their usual bad work as judges. In particular, Angel was high command back when PD was the same - a gang, yet here she is saying "omg PD so bad" when it was no different with her around. All her training and cops back then still didn't know the difference between PC and RS. Dividing the amount of power between two mayors may be the ticket. North end makes choices that positively affect them, ditto for the south. Two different cultures that need to be tended to uniquely between the three main groups (cop,civ,crim). If the rp doesnt suit your character in one place, just cross the line to the other side.

I am not saying I agree with anything that anyone is saying. But it is the job or the courts and the justice system to interpret Legislation and law. This is a fundamental expectation of the courts. Judges don't just lock up criminals they interpret Legislation and the constitution. For example the justice system understands that the second amendment allows US citizens the right to posses firearms. But it does not give us the right to freely without regulation posses any firearm we want. The rules of that right are decided upon by the courts. The document says "right to keep and bear arms", but the courts have determined that right is not absolute. There are reasonable expectations when it comes to that constitutional right.
