There is almost no hope for EB2 and EB3 green cards for Indian nationals. If they move to Canada, they can get their Canadian PR within 3 years. You are correct about going from Canada to USA. (1) TN-1 visa does not allow Canadian software developers and programmers to work in USA as temporary workers; (2) green card application (priority date) is based on country of birth, not country of citizenship.
