Zephaniah preached the need to seek the Lord, for the approaching judgement of Judah was upon them (the day of the Lord). He was a servant of God, s prophet, who delivered God's promises to established a purification remnant ( to the body) of the people in reign of king Manasseh & Amon Pray this helps, do read that book, very eye opening to see how sin and idolatry continues to this day

The whole book of Zephaniah is about hope. He just misquoted as any of us are capable of doing. I just overlooked it as the entire message is of more importance than his misquote. You did good though by catching that.
