There's been some storyline where Lex had hair. Lois & Clark: The New Adventures of Superman, and Superman & Lois, which Lex had hair, and he shaved it off.

@@omarcogle1965 Golden Age Lex Luthor originally had hair, but a mistake caused him to be bald. Funny enough, when Crisis on Infinite Earths happened, they depicted Golden Age Lex Luthor with red hair to differentiate him from Silver Age Lex Luthor. He was also thinner and far more vicious.

The animation in this show is near-identical to the animation in She-Ra and Voltron Legendary Defender. And if you had told me that was Lex Luthor, I’d have laughed in your face. Not now.

It's the same studio that animated Voltron Legendary Defender, Studio Mir I think there are people that worked on She-Ra and the Princesses of Power working on this series too
