Threadlock needs a lot of heat to break down, if you have access to either a heatgun, soldering iron or if desperate a blow torch depending on what strength was used. Had to use a soldering iron to break some and it's a long proccess so I'd recommend a heatgun or torching the bali if you're going to sand them anyway.
