i think its Sonny because he has mafia in lc and vc and because of him Tommy was caught and he served 15 years in prison and after he got released from prison Sonny sent Tommy to do another errand for him in which he got set up and almost killed when he called Sonny he put the fault on Tommy, he is also smart he made Tommy trust him and he payed Lance to get information from Tommy he also used his Intelligence and Confidence to play anyone he wanted

Fun Fact: Ryder wasn’t originally planned to be the bad guy. Big Smoke was the originally gonna be the only one to betray Grove Street, however MC Eiht (who voiced Ryder) quit and this caused Rockstar to lazily make Ryder the villain

Franklin's enemies are Devin, Stretch, Steve Michael's: Steve, Devin, Wei, Trevor (previously), Franklin (if B was chosen) Trevor's: Everybody 😂 (If CapsLock were pressed/ Analog Sticks were both pressed) But here are really his enemies: O'Neil bros, all feds excluding Dave, Merryweathers, Devin, Franklin (if A was chosen), Michael (mostly), Triads, Lost MC, the undercover agent (in GTA Online)
