Welcome to the cycling.. just some suggestions.. After every ride, clean your bike with a cloth normally.. and also if you are riding on dusty areas, I will suggest after every ride. Pls apply isopropyl alcohol or hand sanitizer on the disk brakes, wipe it with tissue paper..check tire pressure before ride start. Also if possible put a chain stay protector so that the cycle frame don't get scratches near the chain area..

Yes sir they are not required during winters and summers. It's only necessary during rains. Also if you put mudguard normally, it increases the cycle weight. So it's better to put specifically during rainy season.. If someone still wants they van use the plastic mudguard or fibre one
