Doctor went completely evil out of spite because his research wasn't ''recognized'' and ridiculed. even though he is still right and could have kept researching and forcing his theory through, until people recognize it as an actual issue. in his Quirk research he has achieved MANY things, even combining, removing and pasting quirks on to people. he could dilute the super regeneration quirk and cultivate it in to low dosage medicine that only works for a short while and doesn't cause as much strain on the body as actually inheriting the quirk. basically cure any disease and/or cancer. he could remove unwanted quirks and store them for medicinal and research purposes, or find ways to give someone better options of handling their power. someone like Dabi who keeps burning himself with his power could be helped by giving him more heat resistance or towing down his power or the effect it has on his body. Shigaraki could have been cured of his Decay.. any heteromorphic quirk (body changing on a biological level, like spinner for example) might be changed or removed or tweaked to appear more human and not be cast out by society so much for having such a different appearance. someone like Invisible Girl could be given the power to turn her quirk off allowing her to see herself and/or others to see her. the applications and research is limitless, and so much good could have come from it...............

they didn't send the kids in the front line, in fact they wanted them to guard the rear and were always accompanied by pro heroes, later on things will turn differently but that's not what the heroes and the police wanted
