Deku hasn't really interacted with Himiko at all, and he's never had a girl be so bold with being into him. He's also not great at handling Hatsume who is really handsy with him, so I consider that being consistent with his character. He's stronger but that doesn't erase his personality. He's never been good with girls, the pushier they are the more he feels out of place. And they don't come any pushier than Himiko. Not sure where you get "still only being able to use 20 percent" from at this stage, that is flat out inaccurate. He's increased his output and he's using multiple Quirks in combination, and he's withstood the recoil from 100 percent uses multiple times. Plus they keep stressing that One for All is more powerful now than it's ever been before. So even if he was still only using 20 percent, it's "20 percent plus six other Quirks" which is way more than he had when 20 percent was all he could handle. And it's not that he can't use more than 20 percent, it's that using 100 percent every time would either destroy his body or turn him into a glass cannon. And as we saw with Star, using an all-in attack against Shigaraki isn't a great idea and could easily be fatal. Rehashing stuff annoys me, too, but from the sounds of it, maybe you could use some refreshers...
