ok so you give them the flatted pdf image when they buy it? Not the svg or png?

If you're selling a PDF file, you'll want to do a flattened PDF unless it's something with links they have to click in the PDF. Then you don't want to flatten. If you're selling a PNG or SVG, then of course give them those files that you're promising.
