I am quite enraged with that seller that told your brother to pick up the Base Set Blastoise for $200. The Dark Dragonite First Edition I think is worth $80-$100 and not $28

All this shows is how easily people get taken advantage of when they have zero knowledge of the hobby. But at least it points out how shady people are when just trying to get a sale.

Also "pack fresh" isn't a fair term used for the actual condition of the card. You can pull a pack fresh card but it could still have printing lines,whitening on the edges, come slightly damaged ect. Sorry if I'm coming across like a hard ass but I've just seen so many people use that term to just try and get more value from a card that shouldn't be worth as much
