In actuality, Medusa was always a gorgon, a half-woman, half-snake. Because, you see, women were, as Madelyn pointed out, *highly* vilified. There's a reason why most shapeshifters are women. Additionally, in Ovid writing of the myth, it's heavily implied that Athena transformed Medusa into such to protect her from men. As the goddess couldn't do anything against Poseidon, the king of the sea. It's a big mess and shit is crazy.
