I think Rock lee can use chakra, but he couldn't use it for Ninjutsu and Genjutsu, because of his condition. But he could use it for tree walking and water walking, which requires chakra to use. If he couldn't use chakra than learning the eight inner gates would have been irrelevant since the gates are limiters that regulate and limit the flow of chakra.

if lee couldnt use his chakra he wouldnt be able to activate the 8 gates he can manipulate his chakra internally for basic things like walking up walls and across water, but he cant manipulate his chakra externally to execute ninjutsu and such

I’m pretty sure after over two decades of manga and anime, we would have been informed of at least one past girlfriend considering his love life has been show more than some other characters in the series. He’s been shown to have crushes and romantic interest but never has it EVER been even hinted at that he’d had a girlfriend. Lee can't MOLD/Manipulate chakra, every human has chakra it's just a lot who can't mold it into jutsu. Focusing chakra to different points of your body is different. Theoretically anyone can do it if you train to.

technically speaking rinnegan is an evolution of sharingan so you do have to have a sharingan thats a requirement but yes indra and ashura chakra mixed is also another requirement
