I would suggest looking at the nakshaktras for "ph" or "th" as these can both produce the "f" sound. So, purva ashada, 3rd pada for "phaa" or hasta, 4th pada, swati 4th pada, all of vishaka or uttara bhadrapada, 2nd pada for "th" sounds. You should be able to decipher the most appropriate depending on what the following letter is.
