The most likely reason why namor works better with judgement is because the chain hit really bumps his damage (especially since he has none on his kit), so with the amount of chain hit he gets on the t4 skill, hes probably better with a rage at T4. Thats my theory anyways.

I have all the T4 except widow. And Namor is the most disappointing so far blue dragon is better. I truly believe he needs a buff and I do not complain a lot openly. You are trying to be positive and not just complaining I get it. He is better in world boss than he is in GBR tho but still.
