For sure Naruto at the end of shippuden is really too strong, but at the 4th tail Kyubi level yes Luffy could handle him... and to be honest we even not know how current Luffy power at Gear 5th can make him powerful... this power-up looks to make him kinda broken, not so far from current Naruto.
