I've seen a couple small flounder jump and I've seen Osprey catch smaller ones too, all in an inlet

I’ve seen them jump above the surface on the Delaware Bay. Grew up fishing Fortescue.

Fishing out of AC I don't do allot of fluke fishing but when I do I don't prefer offshore or inshore. My technique differs greatly. When I'm offshore I start by dropping sabiki to bottom. Usually the bottom is covered in small sea robin. I get like 5 in the livewell then start. I use a 6/0 circle hook with 3ft of 30lb leader to the lead. You wanna see double digit fluke regularly then this is the way. Another truck while doing this is throw one with no weight behind the boat. Bluefin kingfish wahoo mahi will all eat it. Back bay is the old gulp on a bucktail. Use the biggest gulp possible to weed out shorts and by catch. Also use a bucktail just heavier then needed to hold bottom. It slows better action and it's way easier to stay in bottom contact. Also 4in jerk baits that I use in the river for smallmouth are deadly. Twitching that thing along the flats is awesome
