It falls upon the idiotic citizens who continue to fall for these pathetic liberal policies because they are so so obsessed thinking that the GOP is so "racist". All they want are handouts and to be coddled like the perpetual victims they are. Blame everyone else but themselves and their lack of parenting and accountability. Kids are dying in these communities at a far higher rate than any other. Why? NO family values, no discipline, no structure, complete dysfunctionality, you name it.

Many mothers send a kid down the street to pick up a gallon of mik or some other small item, and then given them a little extra so they can buy themselves a candy or another little treat. Did your mother ever give you a little money so you could buy a little treat at the candy store or another similar place when you were a kid? These are things a child is supposed to be able to do.

This is what happens when kids have kids, don't instill the proper values, don't impress the importance of EDUCATION, don't stress the importance of respect for authorities (parents, teachers, principals, cops, etc).
