This statement doesn't make sense. Singh's not at risk of losing his seat, he gets his pension regardless of whether or not there's a vote of non-confidence in the current government.

Boil water advisory have been in place across Canada in many Canadian communities. Since 1995 when a lawsuit was filed in Ontario for tainted water, governments has put in place water advisory for liability reasons.
