Main things to understand about Fallen London: London is now ruled (sort of) but the Master's of the Bazaar, mysterious hooded figures with oddly Bat-like features. London fell just to the east of Hell, and so Devils often take a trip to London to buy (or steal) souls and indulge their curiosity. In the Neath (the cavern London fell into), natural laws like Time, Space and Death don't quite function as they should- and so people who die will often wake up a few hours later with only a few scars. It's only if your really torn to pieces that death is permanent in London. There's a crapload of other things- squidlike Rubbery Men, the vast ocean of the Unterzee, The four cities that came before London, Another dimension behind mirrors, the powerful Judgements, the Bazaar itself, etc. The number of mysteries this game has is absurd.

As for the Death angle, think of it as Death having fled London and thus death cannot seem to easily… stick. You can die, but much like serving a sentence or skipping town until a scandal blows over you eventually get back up and continue as you were.

Also, the hooden figures who seem very focused on love stories aren't actually the devils, they're a very powerful and mysterious group of only a handful of members known as The Masters. They control practically all trade in Fallen London, and very much have their own schemes

Fallen London essentially boils down to a lovecraftian love story. The stars in this universe are literally gods called Judgements and their rules apply to everything their light touches. The Neath is outside their rule as it's shrouded in Darkness, instead it's ruled by a thing called The Echo Bazaar and its servants, the Masters. Before coming to Earth the Bazaar was the Messenger of our own Judgement, the Sun A long time ago, perhaps eons ago, the Bazaar and the Sun became entwined in a scandalous and forbidden love; the affair between a Judgement and its messenger produced strange cosmic rock offspring, including Stone. The Sun then fell in love with a different Star, and to add insult to injury, sent the Bazaar to give the other star a love letter. This other star rejected the Sun in her reply, which the Bazaar feared would cause the Sun to die of grief. The Bazaar begged Storm (a god) for extra time to deliver the rejection notice; so it has seven cities' time - ordered by the Dragons (the Judgement's soldiers) - to find seven cities' worth of love stories to boil down into the ultimate love and prevent the Sun from drowning in its own tears. Despite its commitment to save the Sun, the Bazaar itself is super depressed about the whole thing and spends it's days eating a cosmic drug that makes it hallucinate "better days" and even still its wallowing in a literal ocean of its own tears. That's a very basic break down of Fallen London.

Bryon's not THE Devil. Don't be Silly! ...he's merely A Devil ;) Fallen London now finds itself in the general vicinity of Hell. After some nasty border wars, the two powers have uneasy diplomatic relations, and it's not unusual to see a Devil or two on the streets, which is what Cassie was referring to.
