Check your primary region in the main menu, top-right corner, the globe icon - and try setting a secondary region with an acceptable ping! Queues here in Europe usually take under 15 seconds for me and my mate.

If you have no weapons and pick stuff up, sometimes the crosshair is just the basic one instead of being weapon specific. Also sometimes if you load in with contraband stuff it does this.
