Some homeowners in West Roseville's Winding Creek community are concerned about a proposed project near their homes.
Earlier this year, homeowners were given information about the proposed Roseville Industrial Park project. According to some, they got a half-sheet of paper in the mail from the city with information on the proposal and the city telling people they could email them if they had concerns.

This land is designated as open space. Unless land is designated for specific zoning, it cannot be zoned for specific scenarios. Designation predetermines zoning. The city openly admits that they are "prezoning" this lot for public planned development. That's not a legal term. That's not even anything from a legal standpoint. They are not adhering to the law.

You won't be able to find any industrial park built more than one mile from a freeway in California. Go ahead, look it up. Why is that? Because industrialized areas are statistically farther away from residential areas, and most residential areas are not built right next to freeways. Yes, civilization was not the best word. And I'm not saying people don't live next to freeways, because they do. However, I challenge you to find an industrial park built in California more than one mile from a freeway.

This land is designated as open space and borders a wildlife reserve. It's not zoned for public planned development. Shelby Maples, the Public Planning Director, openly used the term 'prezoned' during last night's RCONA meeting. Prezoned is not a legal term. It means nothing official. They do not have the zoning for this because it's not designated to become a place of civilization. Designation predetermines zoning from a legal perspective. The city is dodging the law. And by the way, those 5 miles of roads the 1100 trucks making 5,000 and 8,000 trips daily to the highway? The repairs of those roads are coming out of your pocket. Your tax dollars. Our money would be spent on their gain. Panattoni the developer has only agreed to pay for mitigation for one year. That's right, one year. You know why? They admitted they can't pay for more. So because they can't, you and I would have to pay for the damage to the roads that their trucks are causing.

Read the board minutes on city planning sites before you buy in a location with open space. Go into it being educated. It’s public knowledge as it is on the city’s site, that’s why we have FOUGHT for transparency. So you can look at those documents and see what they’ve been eyeing that land for OR if it’s been zoned as a green belt. Every city in metro areas of CA are required to have a certain area of green space. If the open space near a property you’re interested is not zoned as a green belt you should probably look elsewhere or suffer the consequences.

The open space has been designated as open space... and "prezoned" for public planned development. That is right from the city power point. I went to the RCONA meeting on Apr 12 where city council reps and a rep from panattoni attended to answer questions. This land is not designated for development. It's open space.

the city will rezone if they want to , property taxes is the game , I live in west Roseville and have written our local supervisor about the infrastructure , they think that they have it all figured out but its like the cart before the horse , they will build all of these houses and apartments without thinking about how all these people will get around . so don't think about what you say is a fix all !
