No, the reason why is because France had just done a vaccine rollout, and they did their overseas departments (New Caledonia, French Guinea, Tahiti etc) BEFORE Metropolitan France because the government knew that the locals there needed the vaccines more. This made the French government hugely popular for a moment of time with the people of New Caledonia and the independence parties knew this, which is why they chose not to vote knowing they would lose in a landslide, and decided to save face by boycotting. The excuse of “COVID really effected us Kanaks and our burials!” Is a fabricated lie.

In France (Hexagone), it's ten years. The law makes no difference between nationals, claiming that some must not hav a say.

The 3rd referendum should of been held at 2022.

The natives, childrens of the prisoners when it was a penal colony and settlers that arrived before that mandate were allowed to vote. What people dont get is that the natives of the island will lost their right and existence in the general population if the people from mainland france will start flocking and voting in that island. There are only 200 thousand in that archipelago. If you are one of those natives you dont want the voting rights to change either, because the moment you the voters make up will change, do you think you will have a voice in paris. It is making that autonomy that makes the native exist and represented in paris.

The French response on both occasions was to claim it was an integral region of France. 2. The French Socialist Government of Mitterand promised and prepared a bill in April 1985 to move New Caledonia towards independence by 1986 through a referendum. This did not take place. 3. At the 1988 Paris talks the Matignon Accord was reached, providing the broad framework of a ten year transition plan leading to the decolonisation of New Caledonia. This did not take place and let to riots. 5. Between 1990 and 2013, the population of New Caledonia grew from 169,000 to 256,000. During that 23 year period the New Caledonia birthrate dropped from 17.53 per thousand to just 8.72 per thousand, almost exactly half. This means means that most of the 87,000 population increase were external arrivals, mostly from France.
