Yeah, the whole encounter makes no sense, the NCR isn't even purifying the water, they are just piping it to their farms/bases, so there is no reason to sneak into one of their military bases for water rather than drink from the source. This encounter would make more sense if it happened on the sharecroppers farm, and maybe they were trying to steal food (which seems to be in greater demand). It also seems odd since the NCR also runs 2 refugee camps for NCR citizens and locals, which clashes with them also shooting desperate locals for drinking from a pipe 5ft from the lake?

tbf the NCR only shares Lake Mead's water with 1 faction that being the guys sitting in nellis airforce base with the ability to use precision bombing strikes

if it was real life i would go nowhere near those lakelurks

There is an encounter near lake mead where ncr shoot freeside/mojave citizens when they try and get water, can't recall of it's cut or not.

it is a great game with great storyline and alot of endings and outcomes. it really makes you feel playing a real roleplaying game. if fallout new vegas have the graphics and gameplay of fallout 4 i would not hesitate to buy it

That's just how it works when you're producing a marketable product to please investors. If they used a little foresight and drafted a contract more in favor of the game's development, this kind of thing probably wouldn't happen, but a minimum 3 year development plan would also be very hard to actually sell investors on. I checked my reputation was Idolized with everyone besides the Powder gangers and The Legion. Exited from the DLC and there he was again. And also isn't this supposed to be cut content anyway? It's just that he and his friends attack the Courier on spot if he refuses to pay. Dunno about your case though, because it's supposed to happen only when you have low Strip reputation. I had something like that happen in one of my first playthroughs. I was on the strip around the embassy and the MP started shaking me down, except that I was doing an NCR run and IIRC I had good rep with them. Then again, I might not have. Hilarity ensued.

Nah, NCR also insults the courier if you have bad karma against them. Caesar directly calls you a "piece of $h*t" if you deny any of his orders, but also does so General Oliver if you tell him to go F himself after you side with House. If you don't attack/steal from the legion I am pretty sure that they won't insult you/actually prise you, after all Vexasarius tells you that "you are the only sensible different person unlike the rest [D word]" even if the courier is a female which complete plot-hole in established legionary policies.

The Legion is a future which doesht allow weaklings, lazy people and snowflakes to exist not unlike our reality, the Ncr is awesome too but we live in a ncr society and we see how it goes, Mr House is the best there is period though

For me personally the reason why I sided with the NCR was because of efficiency, NCR operates the whole region of New Vegas on 50-60% efficiency, while House operates 0,5% of the region on 200%. NCR covers the security/logistical/governmental needs of all settlements in the region while House covers just the leading role and leaves the rest to the Powder gangers (I am not saying that he can't 'civilise' them, as he did with the casino tribes and transform them into actual decent society, but we did saw how well that went in Westside, House had just: -Given Benny enough resources to potentially overthrow him. -Given the cannibals in the Ultralux unlimited amount of “customers”. -Given the Gamoras legal shield and a safe place to continue practicing their usual “business”. It won't be surprising if he just gives the Powder gangers unlimited power over the wastelanders in the Mojave). For the NCR New Vegas is just a shiny pebble for recreational purposes without any strategical advantage outside the defence from the Legion threat. For House on the other hand New Vegas is absolutely everything and he doesn't give a single $h*t for absolutely anything that happens outside his city, he has no real plans of expanding outside the Mojave after the events of New Vegas. NCR tries to communicate, interact, and assimilate the other factions in diplomatical ways, while House either shoots everyone on site or uses them once and then shoots them in the back. NCR can recover from anything (even if the legion wins and you kill Kimball and Oliver) and has the power to pioneer, reverse-engineer, recover any technology and uses it the best way it can (NCR slavaged power armour), while House has to literally beg you to update his windows 10 and press the power button of his underground factory, just so you can watch him as he becomes the most powerful and technology advanced person in the whole fallout universe and then actively chooses to do absolutely nothing with it. NCR has countless working facilities all full of replaceable personal while House has only himself and his little game of “kingdom” would be done once he dies of old age. If House's ending ended up at least slightly similar to Elyjah's one, where you both take over the world with the technology aquiered from the Sierra Madre I would've sided with him without ever thinking about it twice.
