Mere khayaal se "Old wine in a new bottle" agar aisa kahein to galat nahi hoga. Matlab kuchh bhi badla nahi hai aur na hi pati keliye koi bhi raahat hai. Sidhi bhaasha me kahein to sarkaar ne bevkuf banaya hai, aur angrezon ke kaanun hi waapas laagu kiye hai.
