Probably because moonton won't profit much from it since phoveous isn't very usable in the current meta. Although some certain situations where the enemies line up has a ton of dash heroes, maybe when he gets a buff it'll be time to release his starlight skin dunno

I think moonton is considering making a revamp on Phoveus due to its unpopularity. Hence, the starlight skin probably would be out after revamp.

What you mean not official? She's always mentioned by lot of Female fighters in storyline since KOF 96 and Malin make her debut as a playable characters in KOF 2003.

But I get your point... Not many people know her since she's only playable in KOF 2003 and KOF XI. While in others series she's just a non-playable characters and only appears in other Female fighters story and appears on the background of some fighting arena.
