Yes you can use discount card on A tier or S tier skin. It just needs to be used for expiration date

Oh my gosh! This skin is so lovely! Not only does it reference the story cause of how they based the dress design on it and then the showroom animation Her looking into the mirror and alluding how she would become “bloody queen” but she breaks it and looking to herself wondering “Is my happiness going to last..?”
