I followed all the rules - Not setting password, Not setting icloud for settings or touch id but whenever I switch off and on the phone the icloud lock appears again. And I have to go through the entire process again. How do I solve such a problem?. Phone is iPhone 6s with iOS 15.8

I have tried all those steps but its still not working. I'm able to bypass the activation lock, the iPhone come to home screen, but then I'm not able to set screen lock passcode(when I set screen passcode the iPhone goes to DFU mode), I'm not able to add my iCloud account, and if the iPhone is restarted it gets locked back to the previous iCloud account. The previous owners apple ID is not completely removed from the iPhone. Please help, I need to use it as a new iPhone. I have paid for the software (Unlock Go)

When I tried the whole process, it unlocked but I could not input a new apple ID. When the phone went off, the previous screen requesting to input the owners apple ID came back. This does not sound helpful
