Why would anybody choose such a small dozer to undertake such a big job

Ya, you are going to be there a while.

All the 5 gallon buckets were in use on another job.

That needs to be backfilled so that the fill goes to the underside of that pipe and compacted

why is there not a bigger dozer pushing to the pipe?

I guess you've got to work as best you can with what is at hand, but this is ridiculous. Sure is fun to watch, though. Somehow.

why is he trapping the water

This guy Doesn't have a clue how to run a dozer. Instead of pushing the sand straight like you're supposed to he is pushing all the material downhill which doesn't make any sense at all and why would you start in the middle? I would start at the end and work your way down. Plus that dozer definitely is not big enough for that type of job.
