For the most part the city looks clean, enchanting & full of charm. But graffiti on buildings serves as a reminder that street criminals & gangs lurk in the background.

Tagging (graffiti) while often artistic is how gangs and gang members mark out their territory. Besides, defacing property without the owner's permission, whether artistic or not is illegal and wrong. Would you like it if someone went and put their "creative art" across the side of YOUR house?
