Modi isn't silent. He is slowly replacing gandhi with Netaji. We can see that. Like 14-15 aug is now partion horror day and netaji big statue in front of india gate. When modi visited Japan for QUAD meeting. He even met a Japanese national who spent a month with Netaji in the past and he asked that person if he allow him to send his men to collect some infos and that man agreed. And it was modi who started parakarm diwas on Netaji's birthday 23 Jan. He can't just replace Gandhi with our real person behind our independence Netaji overnight. So just wait.
