I know western militaries it's considered an honor to have damage to one's battle flag, and it's rarely fully repaired until after a campaign/battle. I would guess this unit is doing something similar and had their flag damaged in battle and is parading with it to show off, essentially. I think because Japanese controlled air and sea, from the airbase in thailand they bombed Singapore until they took over SG Tengah airbase. Japs can easily reinforce if Percival try to fight back, Singapore's water lines are being bombed too. Even if Percival outnumber Jap by 3:1, his troops get bombed non-stop by artillery, airforce without supplies.
